You can buy them at pet shops. I used to work at a place when I was a kid that always kept some weird stuff in stock, and baby arapaima was something they got pretty regularly. They were only about 5" long but they ate anything they could fit in their mouths and grow at an unbelievable rate. The owner of the place kept them in their own tank and would only feed them once a week because he couldn't sell them if they got too big.

Oscars were another fish that grew pretty big for home fish tanks. Not as big as those, I had an Oscar in a 55 gallon tank.
