No. There's a lot of photoshopping going on in that picture (Compare the size of her waist to the size of her head.) but the wrinkles are probably genuine. On many, many occasions I've seen over-endowed women who bought their chest display this problem. I don't know what an unretouched picture would look like but I can imagine this is one of those women who got their implants way too big on purpose. Lots of women do that with the intent to make money off of them for 10 years or so then have them removed.
