And I was wondering. Should I take a CHL course first and then apply on the dps website or the other way around?

    Thanks!

Sooo they won't start processing until all of the paperwork is in. Either way won't hurt, I applied online the day before my class and sent everything in on the following Monday.

I am an instructor. It matters not if you apply online or take the class first. DPS will not process your application until ALL materials are in, including the materials you send in after the class.

You might as well get your app done and send them your $$. You can't schedule your fingerprints until you do. I had both done, and mailed my stuff the next Monday after my class. Mailed packet Dec 17, just got email from DPS that CHL is being printed and should recieve in 5-15 days.

why does it take so long?

Several reasons. Your prints are forwarded to the FBI, that takes considerable time. DPS conducts a physical background check, sending an employee to the criminal and civil county clerks offices. They query the AG and tax offices for delinquencys.

They also have many applicants and a small staff.
