When sending the pre-written letter you may want to use a browser other than firefox. The firefox browser seems to have a problem sending letter.

After fooling around way to long trying to open/copy the e-mailed hyperlink, I did the "View In Browser" thing which, got me into Explorer, then I could copy the URL to Firefox, which then let me sent the letter.
