    150k for couples 75k for singles is the limit. $5 off for every $100 over the limit IIRC. Things may still change though. No one said anything about having to work.

    I'm pretty sure it works off of tax filings. I've been wrong many times before though.
    Didn't file taxes, no money.

    So I suppose it assumes if you make more than X amount being laid off means your bills stop as opposed to people that make less. I guess a case could be made if you make that much you should have $ but I know people that just have bigger bills. One of the many and vast mysteries of the universe.
