    Nevermind, I just realized he bought a firearm and had it shipped here. I thought he already was in possession of it, thus he could have shipped it to himself here without having to go through a FFL...

    Q: May a nonlicensee ship firearms interstate for his or her use in hunting or other lawful activity?

    Yes. A person may ship a firearm to himself or herself in care of another person in the State where he or she intends to hunt or engage in any other lawful activity. The package should be addressed to the owner. Persons other than the owner should not open the package and take possession of the firearm.

    I have my valid unexpired wisconsin license but when i asked what i'd need from them prior to the buy they told me a valid license, they probably thought I was a texas resident, kind of a ball dropped by us both. I don't want to put them in a bad place by asking so I may just get my license. I already paid for it from iowa, they're currently holding it here. If they let me do that I'll happily do so! thank you!

    Depending on how long you've been in Texas, you may be eligible for Texas residency right now, and therefore you can easily get a Texas state ID, which will suffice to accept the gun from the FFL.

    https://www.dps.texas.gov/DriverLicense/residencyReqNonCDL.htm details what you'll need to bring to the Texas DPS. You need two documents from their list, and the documents include things like a rental agreement or mortgage statement if you're renting or own, utility bills, bank statements -- all kinds of things. As long as you can produce two of the documents from their list, they will consider you a resident and you will get your ID, although I can't speak to how long it will take to receive the ID.

    As mentioned above, there is no problem with having a WI drivers license and a Texas ID. Driving in TX is not a requirement to purchasing a firearm.

    Getting a TDL using his dad's address does not make him a resident, just adds to the list of charges,
    I think you misunderstand me: what I was saying, the FFL did him a favor by not transfering since the guy didnt have a TDL, it would be a real mess for the FFL if he transfered say with a utility bill
