    I can buy complete rounds without paying a hazmat fee, but if I buy components like primers or powder, I pay hazmat fee.


    What gives?

    Because that's just how it works.

    Someone deemed the individual components are more dangerous than the summation of the parts.

    Just the same as paint is hazmat where a car covered in it isn't.

    And both are because of the form they are in and in the way they are contained.

    I can spill a box of ammo then pic them up. Spill a container of powered and it's a whole other issue of clean up, contamination and hazard.

    It's easier and faster to just light off the powder versus picking up all those bullets.

    I don't think I'd cut it as a safety inspector.
