Just introduced yesterday by House Representative Canales, HB 38 will require all home/hobbyist made firearms to be engraved with a unique serial number obtained from DPS. A "reasonable fee" will be charged for the privilege.

The bill would apply to existing 3D or 80% firearms as well as all future builds.

I believe the good representative is completely missing the entire point why many of us may or may not have built one or more of these firearms.

This bill is essentially a gun registration attempt. Who will it be applied to? Only those who currently legally possess the non-serialized firearms. Felons and others who cannot legally own a gun are exempted. The United States Supreme Court said so in 1968.

    See Haynes v. United States, 390 U.S. 85 (1968)

This one will be handed to Panic Button Poncho to handle.

Likely to get a quick hearing date so he can help push it through.

If you know anyone with an interest in homemade firearms, whether 3D printed, 80%, or built by any other methods, please bring this bill to their attention. The opposition seems to think only criminals and crazies are building their own firearms for evil purposes. They need to know this is a legitimate activity enjoyed by upstanding citizens.

    Hello Sir,

I am writing you to let you know that I oppose HB 38 and the requirements to register, Serialize, and pay for home built firearms. This is a honest home hobby and does not need further government envolment. The bill will do nothing to stop criminals from Continuing to be criminals and only impacts law-abiding citizens who should not be the target of these bills.

Just quick 430 am email before work. Do your small part people.
