Sounds like a rate increase to me with the sugar being a 10 year renewal period.

Not necessarily a rate increase. I've been told by people who work in the Senate that the average "actual cost" is lower than what we pay. That may be false of course. The Director of DPS would have discretion to set a fair price, or rip people off.

I don't read it as being a 10 year renewal period. I read it as being you don't need the COURSE after being licensed for 10 years, except for once every ten years. It also appears as though you won't be "renewing" your license, but "maintaining" it.

My only issue is the increase in fee.
