Can anyone Identify this cartridge? It appaers to be related to a 5.56mm round.

I have heard of people using 5.56 cases to make .243 cases, does it seem like it would accept a .243 bullet?

Yep. The white plastic telescopes out and cycles the rifle.

I thought that's what it was.
