Do they charge for the target or to hang the target for you? The former implies they make you use their targets. I hate that. I have my own targets that are of much higher quality than anything I've ever seen at any range in the Houston metro area and I deeply resent being forced to use the substandard crap that ranges keep in stock.
You can use your own targets. They will hang them for you for free and will retrieve and return them to you as well. If you did not bring your own targets, you get the first one for free, and each additional is $1.

I haven't shot there in quite a while due to a long-lasting injury to my right wrist. However, I always went at off times and found that when the lanes weren't full and they didn't have a waiting list, they didn't ask anyone to leave the range at the one-hour mark. Even when the range is full, I've never seen them ask someone to leave, only to pay for another hour if the patron wanted to stay.

If they've changed and are now like Gander Mountain, where there's an RSO standing behind you to escort you out *exactly* 60 minutes after you enter the range, then I'll have to re-think my future patronage.
They don't kick you out at 60 minutes, but rest assured they will charge you for the next hour if you go over by even a few minutes. They record your check-in time and go off that. I went over the hour mark by 6 minutes one time, and they charged me for 2 hours. Ridiculous.

Even still, during the hot summer months, SGA's air conditioned lanes tend to be more appealing. :p

Hot Wells is alright. They get a little jumpy if you try to fire more than once every like 5 seconds, which may or may not be a bother to you depending on what you're shooting for. A lot of the time it's really packed, but if you're just lookin' to go and fire a few rounds off for fun and sight in your weapon, it's a nice place to go.

Ive never had that issue at SGA.

Hotwells on the otherhand has always ended up being more expensive to shoot at for me.

Hot Well is an OK outdoor range (you're right wish they would improve the parking lot) and both Shiloh and SGA good indoor range on the NW side of town.

well we spent most of the day out there shooting some AR's and pistols had a great time out there, i bought it was a really nice place. Then again we don't have much to choose from in corpus. I usually just go to my own range at the ranch 15 miles from my house and i have some targets set up.
