I've been looking for the same thing for quite some time. Baileys as someone mentioned does allow rifles at 25yds and does allow steel case. They also require you to only load 1 rd at a time (to prevent rapid fire) and put a deflector cage over your bench so your brass doesn't go far (they supply the cage). Kind of annoying and I won't go back.
Best range as of yet for close range rifle is the Pasadena Gun Center. Pasadena Gun Center, 206 Shaw Ave, Pasadena, TX 77506
Its an old dirty indoor 25yd range but they allow rifles up to .308, steel cased, and rapid fire. I think their range fee is only like $9 too. I'll repeat, it's DIRTY as in their ventilation is outdated. You will leave with soot all over everything. Still, its a great range to go to every once in a while and blast away with the EBRs (evil black rifles)
My main range is ASC 50 & 100yds.
Edit: If you try the indoor range double up on hearing. Rifles are even louder indoors, wear some disposables and then some muffs over them if you enjoy your hearing.
