how can a convicted sex offender get a LTC?

This is way late, but I had the very same question come up today and found that an a guy who is required to register for life, listed as a moderate risk for re-offending, but has been off parole/supervision since '98 - he was granted an LTC and apparently a CCH. I am not a fan of this interpretation of lifetime felons only being able to own a firearm in their home, but the guy in charge of SO registry confirmed it.

I know of a guy through a friend who has had dealings with him. He is a convicted sex offender. He is on the DPS website
his victim was a 15 year old girl. It says he had 8 years of supervised probation but he has to register for life
he has current pictures on there from last year

so my friend says he saw him in town OCing

so either he has a LTC or he is OCing without one.

is it possble that he is not a felon? how can this be legal otherwise?

Prob carrying illegally. I don’t think he is allowed to carry at all.
