    Here's how well the ESA works.

    Off the Oregon coast you can go out and catch salmon, coho to be specific. However! There are some endangered runs of coho.

    So when you go fishing you can only keep the ones that have a fin clipped, those are hatchery fish. You have to release the ones that aren't fin clipped. You're allowed to keep 2.

    Most days you're going to catch and release 2-12 "wild" coho to get your two keepers.

    Now for the stupid part. Coho are pretty fragile. About 90% die after being released and the Government knows this. It's been pointed out that the overall coho population would be better off if they just allowed people to keep the first two they catch instead of killing so called "wild" fish.
