Car companies have even been lobbying for it. It's really about pushing personal transportation into a subscription model. They want to create reliable reoccurring income by controlling technical innovation, unnecessary complexity, and shutting out independent repair. They envision a world where cars are like iphones.
Getting government to mandate it a key part of the strategy. Without governments mandating it, consumer adoption would be too slow. Additionally without governments prohibiting vehicle modification, you could easily rip out their proprietary bullshit and keep a vehicle operational much longer.
I think I'm probably done with new cars. At least until people wake up.
