A denial of purchase for someone who wants to learn to shoot is a blessing in disguise. Mail order yourself a competition quality air gun, rifle or pistol, and get some competent instruction. When you clear up whatever caused that denial, you'll find that a few months spent with a quality air gun can give you a grasp of the fundamentals that 99% of shooters never comprehend.

One caution - Cheap airguns, though, are fun toys suitable only for people who already know how to shoot. New shooters learn bad habits from them.
