Yes, basically.

The County Exec is the top dog of the County gov't. The Mayor is the top dog of the City gov't. They're separate entities, although they do share the public safety building. The police dep't on one side, and the county sheriff's on the other. They do share certain portions of the building though, like both can use the shooting range in the basement. But the Mayor's office and the County Exec's office are in different buildings.
