ive seen these before by companies in the US. i want to know how/ what they are using to coat them so i can make it at home.

I think it is a powder coat of some sort.

There's an old thread about them in the Cast Boolit forum. There was a lot of speculation as to how it was done and most thought it was a spray on polymer. There are also similar products in Australia.
