Was helping a friend work a gun show yesterday and an OK resident working in the area wanted to purchase a complete AR lower.

    He was denied.

A long conversation ensued about the common sense of allowing the sale of a complete AR but not a lower.

    Thoughts?

A lower can be built into a pistol or AOW.

You can buy a rifle in person from a FFL in another state but not a pistol.

I think that's the ATF's line of reasoning. Doesn't make much sense but it's fedgov, what do you expect.
