If they want any balloons shot down without blowing it up into a million pieces, where they can't find most of it. All they need to do is maneuver it over a TGT shoot and we'll shoot it down for them. It might have a few (hundred) holes in it and be in a hundred pieces, but it'll be on several acres and easy to locate the pieces.

Also, a U2 pilots took a selfie with the balloon and sent it in. It may have been how we first got knowledge of the balloon and it’s location.

Note the shadow of the U-2 on the balloon. That's a big freakin' envelope. Closeups from this selfie (since the AF hasn't released anything hi-res yet) show what appears to be four propellers on it - which would allow it to maneuver to some extent or hold its position against the prevailing wind.

To be accurate, the military members of the various departments run the FO/GO promotion boards and their results are presented to the Senate for confirmation.

The Senate can choose not to confirm a list or not or can hold up an individual confirmation if certain processes are followed.

The President reserves the right to nominate eligible GFOs to the Chief of Staff/CNO roles and Combatant Command commanders. One of my most respected mentors is the currently serving CSAF. Our wives participated in PWOC and our kids were in Scouts and and school athletics overseas.

Where rot occurs is in civilian oversight; just ask Ron Fogleman. The current Undersecretary of the Air Force (#2 civ) is representative of such.
