    Rockville Police Chief Tom Manger remained defiant and unapologetic when he told local station WTOP, "For those folks that wondered how is that the police can just walk through traffic like that and get folks to show their hands, get folks to pop their trunks, between the exigency of the circumstances and the information that we had, it gave us the legal foundation to do what we did".
    Really? I'm sure former Mayor Ray Nagin and NOPD thought the "exigency of the circumstances" was sufficient cause for un-Constitutional search and seizure of legally owned firearms after Hurricane Katrina too.

    did net the bank robbers and the stolen $7,000 dollars.

    On the outset, this reads like an unjustifiable set of searches. That said, we want the police to catch criminals, especially violent ones. I'd like more information on the robbery and subsequent escape by the robbers.

    According to news reports, it was an armed robbery.

    So the thought process here was to stop traffic, condense the population of innocent people and go car to car, with weapons drawn, looking for felons who had their own guns.

    While effective in getting the bad guys off the street, I'm not sure that was the best tactical move.
