Más mexicanos buscan permiso para armarse | Local | Diario.com.mx

I wish the article was in English. But here is the gist of it. More mexicans are applying with thier government for the coveted gun permit. There is only one gun store in MX, it is in MX city and is run by the ARMY.
After many complaining about how the US lets it citizens own guns, now the Mexicans have realized ...the gov cant protect you from criminals. Personal security is a personal responsability. They Finally get it.

Increase in applicants was over 40 %. 6000 applications from people who have been either kidnapped or extorted in the past .....yet the ARMY only approves 200 permits a year. 200 out of 6000 LEGAL applicants. i suspect its not just narcos buying guns in the black market.

Here's a "quick an' dirty" translation....

Federal District in Mexico: There are two million 300 thousand weapons laws, and every year it allows the sale of between 35 000 and 45 000 new weapons.

In fact, from 2007 to date has soared 40 percent the number of registered security companies seeking to acquire pistols or rifles, according to Tellez Eduardo Moreno, chief of the Licensing Section of the Federal Register of Firearms and Control Explosives.

In addition, about 6 000 people apply each year, the Ministry of National Defense (SEDENA) allows them to own a gun.

"They argue that is because they have been victims of kidnappings or attacks, but the main cause of the request is that they have to be traveling and often have values," Tellez said Moreno.

However, the Department of Defense only allows about 200 licenses.

Meanwhile, police forces began four years ago to renew their arsenals. Of all weapons sold each year, these institutions acquired 25 000.

The Department of Defense statistics show a 40 percent increase in applications to keep and bear arms by private security companies from 2007 to date, said Raul Manzano Velez, Marketing Director of Armament and Munitions dependence.

He explained that applying for permission to carry guns and short saying the performance of their work, each year this sector takes between one thousand and 500.

Of these companies, 49 have permit for its members possess and carry a firearm to provide protection in transfer of securities, security walls had people in several entities.

"From 2007 to date we have seen high growth of private security companies because they have proved their operating permit to the Ministry of Defence, we have seen a 40 percent increase in the number of companies from 2007 to the date for this sector. "

Considered that "it is a very low amount for the number of people living in the country that tells us that despite the growth of insecurity, people are not rushing to arm itself to determine its own security. We see then that we must improve the level of public safety rather than take the law into their own hands. "

The Department of Defense has authorized the carrying and possession date, two million 364 000 341 firearms in all of Mexico, which are used by citizens for safe homes and hunting activities (hunting) and sports in the country revealed Téllez Eduardo Moreno, chief of the Licensing Section of the Federal Register of Firearms and Explosives.

According to the military, received 6 000 applications from citizens per year, on average, have argued that fear of being abducted or threatened by the insecurity prevailing in the country, but the total approved applications only a average of 200 permits every 12 months.

"When they argue that the application has or have been victims of kidnappings or attacks, not to materialize, but they (have) and attack.

"The main reason for the request is your work situation, arguing that they have to be traveling and often lead values, because they pay payroll, move merchandise and believe that the way may be victims of crime," Moreno said Tellez.

The Department of Defense has in its records that between 35 000 and 45 000 new guns are sold per year for the armed, under four specific areas: protecting the home, hunting and sporting activities, and job performance of law enforcement public and private.

Just for sport and hunting, the armed sold annually around 8 000 100 firearms.

    Renewal arsenals

Manzano Velez said that given the increase in crime that began to increase from 2007, the police forces began to renew their arsenal to respond to crime, so that the annual demand for the Law enforcement is a year of about 25 000 firearms.

"From the increase in insecurity in the country, corporations had to revise their stockpiles, (...) that year had to do inventory analysis and many corporations have realized that material out of service, or obsolete material requiring update the type of weapons they had, "said the official.

Currently, the National Defense has 64 registered collective licensing for the use of firearms by the police forces, which calls for a report each month to learn the name of those who are responsible for the weapon and the use made .

Although the Mexican Constitution allows legal possession of a firearm in a house for self-defense and protection of the home, in our country to get a legal form is not simple.

First you have to prove full legal and physical identity of the applicant, who must prove that an honest living, you need a very good justification for its acquisition, also because it requires proof optimum mental health and have never used drugs.

Moreno Tellez said that statistics show that only 2 percent of people who come to acquire a firearm legally get to use those for defense, however, felt that lack of training and training, they can become a risk, especially for children and youth.

According to both officials, the Army takes two weeks to respond to a request to acquire a permit for possession of a weapon.

Don't take all those big numbers as gospel - that was done w/a translation program, plus there's different dialects, and who knows how good the original spelling was, but I figured it was enough to give folks a purty good idea as to what they face down there.

I've refused to travel into Mexico for ANY reason for over 10 years now, an' it ain't gonna change.
