Someone clear this up for me. I may have heard this wrong but I heard that you can get an out of state North Carolina CHL online for $39.00 without having any shooting qualifications and it is good in Texas?
Not sure about NC, but you can get a VA non-resident CHL that is currently ok here. I think its the same price for the class. No idea what the permit cost is.

Currently, out of state licenses in states that have reciprocity with Texas are valid even for Texas residents. There are several problems with that. One, you will not learn the carry or use of force laws in Texas. That's kind of important. Also, you do not have a NICS exemption with an out of state license. The NICS exemption allows you to use your CHL in place of the FBI background check when purchasing a firearm from a federally licensed dealer.
Last, there is a bill in the legislature that, if passed, will prevent you from using an out of state license if you live here in Texas.
