without doing any research and just winging it...
That stat might be "correct" for some random city in some random year but still twisted to hell. If you notice she says "kills the attacker" considering most people shot survive they are leaving out a massive number of attackers that get shot and survive, and you can probably double that for shooting and missing resulting in the attacker fleeing, and at least triple that number for pulling a gun and not having to use it.
