I don’t see where it will ever change for N.Y.C. That is the 5 boroughs’, Queens, Manhattan, Bronx, Staten Island, and Brooklyn. Where outside the city it’s different. A little different, anyway. That is, the red tape.
Which I call Doublespeak, for getting a license for a long-gun and shotgun in N.Y.C.Compared to outside the city limits.
The Doublespeak for getting a handgun outside the city stands as well.
Texas people, people that live in Texas; don’t have to deal with the red tape, The Doublespeak.

Didn't they learn from DC v Heller?

    I am glad I don't live there.

Hah, in the early days of our planned move to Texas, we were offered a lot of things to try and get us to move to upstate NY by my wife's father and his girlfriend (fairly sure they'd even have bought us a house, or helped us buy one).

We turned them down flat. I'd rather work and struggle in Texas and be free than have stuff given to me and have to live in that socialist hell hole that is New York.

I know what you mean by this.
Buying houses in Texas is by far inexpensive, compared to N.Y... N.Y.C., 5 boroughs anyway.

Without getting too much into the politics of N.Y., except for gun-laws.
I remember for handguns, one had to have a permit, to have one. Nothing new about it then either.
Their were three types: carriers, target, on-premises Then if one wanted to purchase a handgun, after getting that permit. One had to get a purchase authorization. That authorization would be based on the type of permit one had. In other words, if one had a target permit. One could only purchase a handgun with a 4 inch barrel or longer. Nothing less than that. The holder could not plan on getting that snub-nose, 2 inch model he wanted for target use.
Today, that has changed. Harder, more restrictions. IMO. The licensing procedure, restrictions on handguns bought, as well as the type of permits given out that have restrictions on them.
The easiest out of the three types to get, was the target permit. The long-gun and shotgun permit was even easier than getting a target permit.
When one applied for a long-gun, shotgun permits at their local precinct, the easiest way, put on the application “for hunting”.
Without getting deeper into this, I’ll stop and quote another who posted.

    Good point.
Even if you have a long-gun, shotgun. Beware. Think twice, maybe three, four times before using it for home-defense, even self-defense purposes.
IMO. Not good advice. Just something to be-aware of, after the act of self-defense.

    Good idea.
I did this when I lived in Florida, as well. Central part. With family members. Before I moved to Texas.
As far as Mass....the same basically, as N.Y.
