as far as HEB goes what is the deal with them? We have two very nice ones here, the rest are pretty trashed. What is 'norm or are they always a crapshoot depending where you are?

If there are no cars coming when I leave the Target store by my house, I'll get a good running start and hop on the back of the cart like I'm bobsledding in the Olympics.That lot has a great downgrade from the front of the store to the parking spaces.
