How is it running if the valves don't move?

That’s a 9-cyl rotary airplane engine. The pushrods are external and have been removed with the cut away section for the intakes and the exhaust pushrods are either removed or cut away as well.
Since there is no compression, there is no resistance on the pistons and with pushrods removed, there is no valve action.
