but maybe a requirement for some kind of bullet-stopping material in the walls that are adjacent to other businesses would suffice. I'm spitballing here, but there has to be some solution that meets the common sense test!

The indoor range I shoot at doesn't even have adjacent businesses (though offices and stock room go the length of the range on one side) but has cinderblock walls past the firing line, and all the walls behind it are lined with steel. There are dents in it, but no holes. The range only allows handguns or pistol caliber rifles, but even so, it doesn't appear to take much to stop pistol bullets.
