I'll rephrase...
Any FEMALE with nipples (mammaries) is capable of producing milk.

I'm not a biologist, but I know I don't want any kind of "milk" that comes out of a male of any species.

Nipples are just the delivery system, production is handled other places.

Females are generally capable at certain times, not always on demand. Male fruit bats routinely lactate, other male mammals (to include humans) do so rarely.
