    CHIRP is software, not an app. Some of these would work, most wouldn't; WeatherBug, RepeaterBook, CCW, Cargo Decoder, Scanner Radio, wouldn't.

    Not mentioned is Maps, which will work off-line if you download and maintain area maps.

    I know many here don't like Wikipedia, but for non-political, non-social topics, it usually provides decent information. Kiwix is an offline application that can access downloaded databases like Wikipedia. You can actually have all of Wikipedia (including images) in about 80gb on your phone or computer.

    Another good app to have for SHTF is one like APK Extractor, which allows you to create an apk from an app on your phone for installation on somebody else's phone. Makes your phone like a mini app store for others.

    Might as well mention Intercom, which allows your phone to connect direct to another using bluetooth or wi-fi. Limited range, obviously...
