Quick ? abt application

I applied initially in late Jan of 2014 for my CHL Permit. I received a letter stating they could not read my DD214 so I sent a clearer copy along w a copy of Honorable Discharge Cert to ease the process. That was 2 months ago. I have emailed and called but as most of you know, No one answers the phones in this place. So, 4 emails later and still no response.
Any suggestions?
