I hate to hear that especially because it was an irresponsible dog owner at fault.
The cat on the leash thing I think it bullshit. Most municipalities, even ones with strict animal code, do not require cats to be on a leash as long as they are on your property regardless of a fence. Dogs are a different story and cannot be allowed to be free. There's specific wording that describes it that escapes me now.
I went through this in our town with a neighbor that allowed a Rot to hang out loose in and outside but close to their front yard. The dog seemed friendly enough, but I saw him become aggressive when some kids walked down the sidewalk. I also found that other neighbors were very concerned about it.
Knowing the local ordnance, I call Animal control so that an officer could come talk to the owner while the dog was left outside again, while the owner ran an errand.
The person at Animal Control who I spoke to, who was not an officer, told be she'd let the officer know but they really couldn't do anything she thought, as long as it was in their yard. I asked her if she was at all familiar with "our" town's local ordnance as I knew she was an employee who didn't' love around here. She realized she might be wrong since she had no clue.
Never saw an officer show up but we don't see the dog anymore. I'm hoping the officer did show up and left something pertaining to the complaint or talked to them about it.
Since an attack occurred and an animal was killed, I'd push it. If the law says the cat still needed to be on a leash sitting on the front porch, take the ticket and let them get their 2 as well and push for anything else that can be done. Get a paper trail and make sure people in the area know what happened.
