    Is a residency program considered an "educational institution"?

    I'm at an event called a graduation, for my friend who's finishing her residency. Couldn't decide if it was legal to carry.

    Have a friend graduating from Driscoll Children hospital's residency program. It's at the country club. It's a program run by the hospital. No university associated with it.

    They are already have their MD


    But they are getting a diploma. Me and one of my friends are debating if it's still school or if it's professional development.
