1st I've never seen a security guard at an IHOP. Then again I try not to go south of 410 unless it's the Pearl. 2nd I dont understand why they did this other than just being evil douches.

Very common at that location - lots of good folks there, but they get their share of troublemakers, as well. They did it because they don't value anything - especially the life of another human. If it wasn't the cop, it'd been someone else sooner or later. Hopefully, he'll never draw a breath as a free man again.
