TX has reciprocity with most states, but which non-resident state would offer reciprocity with the most of the other states.

Personally, I am looking for something that covers WA & OH (like UT or FL). but is there another state that offers a non-resident CHL that covers more than that?

Check out AZ, I have that plus a FL cause I needed coverage in WI were I work for the summer

These. I worked through all the permutations, and you can't do better than a TX resident, plus FL and AZ non-resident. Play around with this and see for yourself:

Another advantage to doing this is to have overlapping CHL coverage. Unless I am travelling, I keep my AZ and FL locked up, so if I lose my wallet, I'll still have a CHL with which I can legally carry in TX.
