    I am selling a 12.5" upper. Are there any steps that I need to take other than advising the buyer that all NFA laws and rules apply, and that they are responsible for knowing whether or not it is legal for them to purchase and own.
    Also is there any special handling as far as shipping?

    As others said, no such thing as an NFA Upper. It is just an upper. No special shipping rules either.

    Bingo, and for further proof see all the internet stores who have no issues selling and shipping uppers with barrels that are <16". If you buy the whole gun (or the lower), then they're gonna ask for your local FFL's info.

    Agree.
    An AR lower is the serial numbered "firearm" even if absolutely stripped and requires following the same laws as if it were a fully functional rifle or pistol.

    An upper is no more regulated than a detent spring.
    It's an unregulated part as is a sling, scope or butt-stock screw.

    The exception is TSA at the airport.
    "Gun Parts" cannot be carried on. Even a shotgun choke or, I suppose, a detent spring are prohibited for carry-on.
