It seems that it's not up to the Liar-in-Chief to determine when Congress is or is not in recess. This is going to cause some legislative, as well as operational, hairballs with some in the labor lobby.

Does nothing against the people already appointed. Mitch McConnel made a deal with the devil (Harry Reid) and approved the appointments at a later date. Then Reid executed the nuclear option on certain appointments the next time it didn't look like he would get his way.
