First of all, that absolutely sucks. A lot of good jobs will be lost.
It sounds to me like AEP bears as much of the blame as anyone. Lignite coal plants are ancient technology that is quickly dying. There are only a few left in operation, and I think they are all scheduled to be closed. For those that don’t know, Lignite coal is barely a step up from dirt. It is very dirty stuff.
When NRG was faced with the SAME circumstances at their Jewett plant, they gashed out a contract with Union Pacific to bring in much cleaner burning Powder River Basin coal from Wyoming.
It sounds like AEP would much rather shut it down and take the tax credits than try to find an alternative.
Germany is mostly lignite, which is the actual reason they're trying to be rid of it.
I was wondering about that Jewett plant, my father used to own land on Donie Road outside of Buffalo that was later leased for strip mining.
The only issue with burning lignite is that it takes more tons to produce the desired electricity versus bituminous coal. Shipping coal from Wyoming ain't cheap, and dealing with railroads is like suddenly moving back to the 19th century.

The EPA has been out of control trying to crush coal fired power sources. The Commiecrats get a lot of funding from The People's Republic of Kalifornia and they want coal dead. (And then, oil dead. And then natural gas. And wood.) Biden flat out said that he'd kill off coal, and still the boneheads in Pennsylvania voted for him. (And for a stroke victim. And for a dead guy.)

Don't bother to look for logic. There isn't any. Just brain-dead people with money that are convinced that PhDs in Women's Studies are much better than paychecks at a power plant.
Drug-addled zombies (1/4 of the country is on prescription psychotropic narcotics) convinced that 'renewables' are the future. No, stupid, nuclear is the future!

The feds have zero interest in meeting the nation’s energy needs, providing energy reliability or energy cost efficiency. Their decisions are made purely on political influence and backdoor money deals between special interest and Democrat pockets. Logic and good business have absolutely nothing to do with the decisions being made.

Just like the Democrat created crime wave, the energy crisis is one more tool to convince citizens to give up the last of their personal freedoms in exchange for the federal government “saving” them. If you create enough pain for the people, most will beg you to deliver them without considering that it was you who created the problem.
