    Texas Reciprocity with other states, or in other words what states will recognize our Texas License to Carry.

    Disclaimer: This status can change from state to state and from year to year. Also keep in mind that just because another state passes Constitutional Permitless Carry, you as a resident of Texas may still need to have a Texas LTC, or another LTC from that state or another state they recognize. This post does NOT apply to those who are active duty or retired military, LEO’s, State or Federal Prosecuting attorneys, or Judges.

    This information is correct at the time of posting. Notes to possible changes will be noted as needed.

    Currently their are 10 states that will NOT recognize anyone’s LTC/CHL from any State other then their own. One of these states currently have bills that may change this status.

    California, Maryland, New Jersey, Rhode Island, New York, Massachusetts, Connecticut, Oregon, Hawaii & Illinois.

    Oregon currently has a bill filed for 2021 Legislature that if passed, will recognize a LTC/CHL from any state that will recognize an Oregon LTC. It is unknown if a State that becomes constitutional permitless carry will give reciprocity with Oregon. Example: Texas doesn’t recognize Oregon LTC, but if Texas passes Constitutional Carry, it is unknown if that will give Reciprocity to a Texas LTC.

    Those 10 states plus the following 4 states will NOT recognize a Texas LTC.

    Washington, Maine, Minnesota, New Hampshire.

    Maine.... While Maine is a Constitutional Permitless Carry state, you may NOT carry within in any State Park of Maine or within Arcadia National park without a LTC/CHL recognized by Maine. Maine does not recognize Texas LTC.

    New Hampshire is a Constitutional Permitless Carry State. Even so, they will not recognize a Texas LTC for any purpose, including use as a valid state issued ID.

    Minnesota has filed a Constitutional Permitless carry bill in 2021 legislature. So if this passes, carrying in Minnesota as a Texas Resident may change. However, it looks like we may still have “limits” on where we may carry without a LTC/CHL that MN recognizes.

    Two other areas that aren’t states that will NOT recognize a Texas license is Washington DC and NYC.

    There are several states that do not recognize our Texas CHL, however by applying for just a few LTC/CHL’s from either those states or another state, we can or could carry in those states that do not recognize a Texas LTC.

    Washington... There are several states you could get a LTC from that would allow you to carry in Washington. Two of them are Utah and Idaho. Utah would be the easiest to get without leaving Texas. Utah can be applied through the mail. Idaho has to be done in person.

    Illinois... As a Texas Resident we are only one of 5 states that Illinois will issue you a Non-Resident Illinois CHL. You must of course have your Texas LTC first. Illinois LTC classes are taught in Texas. I will soon be offering an Illinois class in the DFW area once I am issued my Instructors License.

    Minnesota... With your Texas LTC you can apply for a MN LTC, however must be done in person at any MN Sheriffs office. However MN will recognize a Idaho or Illinois CHL/LTC. This may change if their Constitutional Permi


    Maine... Easiest way apply for their LTC, through the mail. Quick and easy.

    Hawaii... Currently not possible to get a non-resident HI LTC. However they have a current bill pending in 2021’s legislature that if passed will allow any US Citizen to get a HI LTC and it will be shall issue. The ONLY caveat to the current version of the bill if passed “as is”, is that you will need FIVE (5) LTC’s to carry in the entire state. You will need to apply to each of the 5 County Sheriffs. Because each license is only valid in the county that it is issued in. Their are 5 counties in Hawaii. Good thing is, it will be shall issue, and will be valid for 5 years.

    Connecticut. With your Texas LTC you can apply for and obtain their CHL.

    Washington DC. With your Texas LTC you can get a non-resident CHL. However in my honest opinion, unless you have friends or family to visit in DC, it is not worth the effort, as you will be required to register any and all handguns you wish to carry, and you can’t carry in any federal building, or on mass transit.

    There are current court cases pending in various levels of federal court, including one pending with the Supreme Court that may change laws in all states (for the better) on reciprocity or at least obtaining a Non-Resident SHALL issue LTC/CHL. Don’t expect anything to change in the next 12 months though based on these cases. Final decisions on these cases are a minimum of 1-5 years from being decided.
