    My wife use to watch his "reality" program when it was one TV. I'd usually just sit and sort of watched, while reading a book or magazine.

    I remember he made a comment for someone on the show when asked why he carried "pepper spray" instead of a gun when going after fugitives and bail jumpers. Something along the lines of some kinder and gentler BS reasons or some nonsense or reason.

    Wife made a comment about it. I told her he didn't carry a gun because convicted felons are prohibited from owning or possessing guns! She didn't know that about him.

    I have heard the name, but have not paid any attention to this guy, never watched or had a glimpse of his TV show.

    I just read the Wikipedia page on him, and if half the stuff is true...wow, what a piece of work.
    If you read some of the backstories and past history of some of the TV personalities of the so-called "reality" series TV programs, it really boggles the mind at what are these TV execs thinking!

    But Chapman is a "bounty hunter" who works for a bail bond company. That would imply that the person has already been arrested, charged, arraigned in court, bond set by the court, and then the person has made bail, then has jumped bail, or failed to appear in court.

    Best of my knowledge, Laundrie has not been formally charged with any criminal acts, and for the most part is a person of interest, nor has he been arraigned or had a bond set by the court.

    Why is Chapman getting involved, and by what authority? Best of my knowledge, this would still be a LE matter.

    Publicity.

    Bounty Hunters technically can go after any wanted person if there is a reward, at least in some places. They're also prohibited in some states. Oregon, for example bans bounty hunters / bail bonds. You cannot go to a bond company and secure a loan for your bail. You either get released on recog, or you have to post bail yourself. Washington and California, on the other hand, both allow bail bondsmen and thus, bounty hunters / bail bonds agents. Chapman was almost arrested in Portland once, because he'd been hired by a family to track down their son in law who was accused of murdering their daughter & kids, because Oregon bans bounty hunting. He wasn't a licensed private investigator, he wasn't a licensed security officer, nor was he a licensed law enforcement officer - so for him to engage in any investigatory or enforcement activity would've landed him in jail again. His stay was short and the family was pissed.

    I think his success chances of finding Mr. Laundrie are pretty low too. I think either the police will find Laundrie dead by his own hand, or he'll wind up being shot by them if he has a weapon. He may just turn himself in though, too. Since he hasn't been charged, hasn't had a "wanted" poster put out on him with cash reward - I don't see how anyone could effect a citizen's arrest on him either, unless they witness a crime he's committed and its legal in that jurisdiction for citizens to take action.
