I think I finally understand the logic:
The shortages result in higher prices;
The higher prices result the growth the black market;
The growing black market will result in increased smuggling;
The increased smuggling will result in the growth of the cartels;
The growth of the cartels will increase their influence on the border and in the U.S.;
The increased influence (and violence as they fight for territory) by the cartels will result in expansion of the Federal law enforcement agencies;
With the end goal of suppression of freedoms such as firearm ownership, freedom of speech, and anything or anyone that gets in the way of their march to socialism.

Remember - Just because you are paranoid does not mean they are not out to get you.
