Probably the same way we do other operations that are kept secret. Not that I have any idea if it were Navy divers or not though.

Yes. But last I checked T1 ops don’t get booked thru Congress as was claimed. Nor do any .mil ops for that matter. The chain of command is combatant commander - NCA (POTUS or SECDEF depending on what’s been delegated).
