    Whats the chances that Texas will back out of the agreement with the state of Utah? I would hate to spend the money on the permit and then next year it get nixed at the state capital.

    42 is right.
    but the liklihood is you can still keep your utah license, you will just be required to get a Texas one if you live here. you have to analyize what your motives are for getting a utah license.
