Vehicle carry has a lot of loophole options in 46.15. So easy to carry unconcealed.

I do not see the big deal here as carrying unsecured is a bad idea (ie sudden stops), I just toss in console and done.

    Open Carry in Vehicle

Incorrect. The law states the handgun must be carried in a belt or shoulder holster. The statute does not state that the holster must be attached to your belt.

That is absolutely correct. The open Carry law doesn't say anything about a vehicle. That is covered in the CHL portion.
It only say that open carry the pistol will be in a belt or shoulder holster. I bet the intention is also on you body not laying on the seat or console in the holster.

It should be noted that although the statute does not require the belt or shoulder holster to be attached to your person, this is the way some agencies are teaching it.
