    Legal Shotgun: Shotguns not larger than 10 gauge, fired from the shoulder and incapable of holding more than three shells (shotguns capable of holding more than three shells must be plugged with a one-piece filler which is incapable of removal without disassembling the gun, so the gun's total capacity does not exceed three shells).

    So if I have a 2 round magazine, can you use a VEPR 12 or Saiga style semi-auto shotgun to hunt game birds? Does removing the magazine count as "disassembling"?

    You can use those guns but no, removing the mag doesn't count as disassembling.

    You can cut a wooden dowel and put it inside the magazine to limit it to two rounds.

    It also doesn't state how many mags you are allowed to have on you. They all have to be two rounders though.

    Filling the mags with dummy rounds or snap caps doesn't make them legal either. You have to take the mag apart to remove the limiter.
