Portland transients fill the streets of this progressive city and a recent 9th Circuit Court ruling by Clinton appointee Judge Berzon says that cities must allow the transients the right to sleep in public places if shelters are full.
So, a women sleeps in the driveway of an apartment building and some poor guy runs over her while he is backing out. Community is shocked! What a surprise.
