    Abolishing the fee could kill the program. It has to, by law, be revenue neutral. They lowered it to $40 and waived fees to vets because it was producing a surplus. If it can not pay for itself, it could very well be eliminated by a technicality
    If they can lower the fee because of a surplus, they can raise it due to a deficit.

    I will keep my LTC, but if constitutional carry passes, and I didn't already have it, I might pass on LTC at any price, despite the percs...

    If they can lower the fee because of a surplus, they can raise it due to a deficit.
    True, but reducing it to zero seems like it might cause it to be procedurally nixed, while lowering it to , say, the same price as a DL should keep it revenue neutral.
