This is nothing new. We bring in other countries and drill with them all the time. Hell, we even teach them some of our military tactics and learn theirs so we can work together better in the time of war.

We do this with our allies. China is not in any way an ally of the United States. It's also exceedingly unusual to invite even an ally to run a drill on US soil that isn't part of an existing annual exercise. This isn't like the Luftwaffe training squadrons at Holloman AFB - this is the freaking Communist Chinese. They maintain an aggressive posture toward us in the Pacific and have a habit of threatening war every time we have dealings with Taiwan. They should NOT be welcome on our soil or in our territorial waters.
