No he doesn't. He wants to make owning a gun prohibitively expensive.

A $250,000 umbrella insurance policy is relatively cheap.

Not that I'm for the requirement, but it's silly. What he WANTS is a registry - e.g. a list of all the folks who have firearm insurance.

Typical of that area. "I don't like something, ban it or fine it!" That's how places like NY and NJ ended up in the mess they are. Everything is illegal and just about everything is taxed.

Ortiz, who voted for the 2013 New York SAFE Act and gained a bit of internet fame when he proposed to ban salt in New York restaurants under threat of a $1,000 fine, proposed a similar bill two years ago with a mandatory $1 million minimum policy. That measure, derided by Assembly Republicans and gun rights groups alike, failed to gain momentum despite support from the Brady Campaign.

Also, are we sure that many insurance companies would insure for that event and the one's that did not make the premiums cost prohibited?

I agree the registry is a happy little side effect as well.

Key word on bold. "Cheap" can vary greatly depending on income level, number of firearms owned, amount of activity in hobby, amount of enjoyment gained, and the perceived need for owning a firearm.

Someone may not be willing to keep grandads old shotgun if they have to carry a policy on it, someone may not want the pay for a policy so they can have that one gun they keep in the nightstand, someone who scraped money together or was maybe a given a firearm for home defense or carry may not have the extra income for the policy. And then there is the question of what they might deem as requirements for an "acceptable" policy.

I agree with the second half of your post though.
