Time Limits for Issuance of LTC?

Can anyone tell me where to find the time limits for issuing a LTC and what statute(s) and/or regulation(s) govern said limits?
As I understand it the following are the limits:
(1) New - 60 days
(2) Renewal - 45 days
(3) If Issue arise - 180 days

I don't remember off hand. I think if you download LTC16.PDF from the DPS website the info is in there somewhere. It's been a while.
